Ángel Judel is a lawyer and legal advisor specializing in Public Law, Human Rights, and the regulation of emerging technologies. He has more than fifteen years of experience advising legislators, legislative bodies, and bioethics organizations, as well as representing technology companies and defending fundamental rights before courts of justice.
His academic and professional work focuses on developing legal and ethical frameworks to ensure that scientific and technological innovation aligns with fundamental rights and democratic values. He serves as an advisor to the New Technologies Expert Commission of the Spanish Society of Neurology (TecnoSEN) and acted as an Independent Observer in the UNESCO Ad Hoc Expert Group (AHEG) for the development of the Recommendation on the Ethics of Neurotechnology.
He has served as an advisor and independent expert in judicial proceedings concerning disruptive technologies, including Sánchez v. Worldcoin SpA (Chile, 2024), and is the author of “The Protection of the Human Brain and New Human Rights in the Neurotechnological Era”, published in Abusive Technologies and Law (Tirant lo Blanch, 2024). He organized the 2025 International Symposium on Neurotechnology and Law with the Centre for Neurotechnology and Law and the ITG Technology Institute. His work explores the intersection of law, neuroscience, and emerging technologies.
