Ángel María Judel Pereira
Ángel María Judel Pereira is a licensed lawyer in Spain with over fifteen years of professional experience. Since 2019, he has been working as a senior lawyer in the Public Law Department of the Spanish firm CCS Abogados. He holds a Bachelor's degree in Law from the University of A Coruña (Spain) and has also pursued academic studies at the Università degli Estudi di Génova (Italy) and the Universidad Autónoma de Madrid (Spain).
Currently, he is conducting doctoral research at the University of A Coruña (UDC) under the supervision of the Minister of Justice of the Kingdom of Spain (2009 – 2011), President of the Justice Commission of the European Union, and Professor of Constitutional Law, Mr. Francisco Caamaño Domínguez. His doctoral thesis is titled "Neuroscience and Artificial Sciences in the Digital Era: Ethical and Legal Challenges of their Regulation from the Perspective of Human Rights."
He serves as a legal advisor to the Commission of Experts on New Technologies and Information of the Spanish Society of Neurology (TecnoSEN) and the Andalusian Society for the Fight against Parkinson's.
Ángel specializes in litigation and advisory services in Public Law and Human Rights, as well as in the regulatory framework of New Technologies. He is also knowledgeable about the legal protection of the human brain and the regulation of ethics in Artificial Intelligence. Recently, he has participated as an Advisor and Independent Expert in advising judicial processes in Chile, such as the Girardi vs Emotiv Inc. case (2023) and the Sánchez vs Worldcoin SpA. case (2024).
He has also served as an Independent Observer in the UNESCO process followed by the Ad Hoc Expert Group (AHEG) meeting dedicated to elaborating the first draft of UNESCO’s Recommendation on the Ethics of Neurotechnology.
His upcoming publication in Spain will be titled "The protection of the human brain and new human rights in the neurotechnological era" in the book "Abusive Technologies and Law" (Ed. Tirant lo Blanch, 2024).
