Dr Jonathan Andrew

Dr Jonathan Andrew is a human rights law expert and programme management professional with a diverse background (international public law, development economics, business management, IT/data security, linguistics) that provides a unique insight into complex legal questions and facilitating multifaceted analysis of issues demanding an interdisciplinary approach. As a Research Fellow based in Geneva, Dr Andrew has worked closely with the UN Human Rights Council and its Advisory Committee on resolutions and has also authored reports to guide the deliberations between the UN Member States on international law and human rights.

 

Dr Andrew has extensive experience working with the Special Procedures of the UN Human Rights Office (OHCHR) and has assisted six mandates/Special Rapporteurs as a Senior Adviser. He is currently a Consultant advising the United Nations Special Rapporteur on the Promotion and Protection of Human Rights and Fundamental Freedoms while Countering Terrorism on the implications of artificial intelligence (AI) for counter-terrorism operations. He has authored and contributed toward publications for UN agencies including OHCHR, IOM, UNCTAD, UNICEF, and with NGOs such as ICNL, and the EU Commission/European Parliament on a wide range of international law and human rights issues.

 

Dr Andrew has been advising on neurotechnologies to the UN Human Rights Council’s Advisory Committee members since 2023 as a Research Fellow for the Swiss SNIS-funded research project reviewing the human rights impacts of development of neurotechnology in both clinical treatments and consumer applications. He is also collaborating with Lund University’s Pufendorf Institute as an International Fellow in an interdisciplinary project assessing how neurotechnologies may be made accessible through healthcare systems. He contributes to the research with a profound knowledge of the most recent developments of neurotechnological applications, regulatory initiatives and bring a broad international professional network in the legal and human rights community to the project. Dr Andrew has also been engaged as a participant in a 2026 research proposal for Horizon 2020 funding for clinical research as Ethics Mentor for SUPRiME (Scalable Universal Retina Patches accelerated by CRISPR Re-writing on super donor iPS cells, ML and CAD of genetic Elements).

 

Dr Andrew has been an adviser to multiple EU Commission research projects and is currently an Ethics Advisory Board Member to the Horizon research projects SAFE-CITIES and ODYSSEUS on privacy, data protection and fundamental rights concerns regarding the projects’ development and implementation of emerging technologies. He also advises the Karolinska Institute-led EU COMBAT research project on pandemic preparedness as an Ethics Mentor.
