Dr Erica Harper
Dr Erica Harper is a Board Advisor for the Centre and a leading expert on the legal, ethical, and human rights dimensions of digital technology, artificial intelligence, and neurotechnology. As Head of Research and Policy Studies at the Geneva Academy of International Humanitarian Law and Human Rights, she directs research on how emerging technologies intersect with international law, human rights protection, and global governance.
Her recent work has focused on the regulation of AI and neurotechnology from a human rights and ethics perspective; she has also led initiatives on algorithmic accountability, online harms, and the implications of new surveillance technologies for vulnerable populations.
Dr Harper brings two decades of high-level policy and advisory experience, including senior roles with the UN, INGOs and academia, where she addressed the governance of new technologies in fragile and complex environments. An accomplished thought leader and strategist, Dr Harper has authored five books on governance, legal pluralism, and technology in conflict-affected settings. She holds an LLB (Hons) and BCom in Economics from Macquarie University and a PhD in International Law from the University of Melbourne.
